WESTERN KAZAKHSTAN OR MANGISTAU UNDERREPRESENTED IN KAZAKHSTAN'S TOP GOVERNMENT OFFICES, SURVEY

Almaty. August 10. Interfax-Kazakhstan - West-Kazakhstan (WKO) and Mangistau politicians are in minority in top government officers, said the Rating.kz. survey.

Only 2 politicians represent Mangistau region and 5 the West Kazakhstan region, while Almaty region, for instance, has 30 of its homegrown high-ranking officials in the government.

The surveyors noted that Russia's natives (9) exceed in number the politicians in either Mangistau (2), North Kazakhstan (5), West Kazakhstan (5) region or Astana (3).

Almaty region, a leader of representation in the government, is followed by Atyrau region (13), Almaty city (22) and Aktobe region (11).

"Almaty region tops the list of government representatives mainly due to the fact that many of its politicians come from the same area as the president. Relying on associates from the home area is the practice used by many country leaders. After Putin's coming to power, the proportion of St. Petersburg politicians in the higher power ranks has significantly increased, " said the survey.

Among the influential Almaty region politicians, the survey names the chairman of the National Security Committee Nurtai Abykayev and the Senate Speaker Kairat Mami. Other Almaty regional politicians include the head of presidential affairs, Chairman of the Audit Committee, Almaty mayor and four active ministers.

"The high representation of Atyrau and Aktobe politicians in the government is ensured by patronage of the head of president's administration Aslan Musin and some native influential politicians ascended to power, in particular, Imangali Tasmagambetov and Marat Tazhin," according to the study.

The Almaty city is mostly represented by young-generation politicians, except for the head of the Ministry of Emergency Situations Vladimir Bozhko.

"Almaty was traditionally a place favored by the Soviet elite. Offspring of former Soviet officials had a better chance at education and had a jump-start on their future political career. A relatively young age of Almaty-born officials shows their potential for a long-term political career and hints on a further influx of Almaty city politicians in government offices," said Rating.kz.
