CLAN SYSTEM IN STATE BODIES SHOULD BE COMBATED THROUGH TRANSPARENT PERSONNEL SELECTION - BAIMENOV
Astana. July 24. Interfgax-Kazakhstan - The clan system within state agencies should be countered with transparent and competitive personnel selection and promotion through merit, Chairman of the State Agency for State Service Affairs Alikhan Baimenov said in an interview to Interfax-Kazakhstan.
According to the official, the presidential administration is "closely watching the degree to which an agency's personnel is renewed after the boss is replaced."
"The situation in the area has much improved recently. The rate of personnel renewal after management replacements has fallen by two and a half times since the 90s and by more than 20% since the new state recruitment system was introduced," Baimenov said.
