NAZARBAYEV SETS TARGET TO EXPAND RENTAL HOUSING

Nazarbayev has recommended the government to draft a proposal on expanding the market of rental housing until the end of the year.
He stresses the importance of improving the rental housing legislation.
"We need companies to manage public rental housing and laws to protect the rights of long-term tenants. All rental contracts must be transparent and straightforward, " said the president in his article published in the Kazakhstanskaya Pravda on Tuesday.
In addition, Nazarbayev called for new mechanisms to encourage individual housing construction, "particularly around urban agglomerations."
The President highlighted a possibility of introducing tax incentives, soft loan terms "for those who want to build a house on their own. Nazarbayev also pointed out to the need of ensuring individual housing investments. "
"As part of utilities and housing maintenance it is important to firm a single national database on the wear and tear of utilities networks. Each region must
have an individual plan for modernization of utilities. It is necessary to develop and implement standards of water, electricity and heat supply and other public services," he said.
In addition, in his opinion, every apartment owner must participate in housing management.
